In a commercial calculation for sizing feeder/service loads. If a range is used continuosly, do you apply 125% to the nameplate rating? ( Or any kitchen equipment for that matter?)

I would say no. The "on/off switch" for the oven (or whatever) may be in the "on" position for over 3 hours. But there is a thermostat that turns the heating elements on and off as needed. So it is not a "continuous load," as defined by the NEC.
