That is the utilities call. If you have a kwh-demand meter, then you are charged for the kwh's and the demand charge. A typical demand charge is
$5.00 per kw. If your demand 10 kw, the charge would be $50.00 + the charge for the kwh's.
 
Where I'm located, a commercial customer with a demand of less than 50 kw can select either a demand/energy rate or just an energy rate.

The demand/energy rate is $15.00 per kw plus $.05 per kwh.
The energy rate is $.12 per kwh.
