Does wiring located on the top of a commercial cooler/ freezer unit have to adhere to the the same requirements as a building roof top?

Wiring on a rooftop deals with ambient temperature. I think you have to consider the ambient whether you are indoors or outdoors, so I would say yes. We always have to take into consideration the worst possible heat condition the conductor will encounter.
 
Thanks. The way I’m interpreting the code is that if the conduit is at least 7/8” off the deck no adjustment needs to made for temp.

Am I incorrect?
 
That's what I see. I do not see anywhere that says you have to 7/8" above your equipment that is installed ON the roof. It says 7/8" above the roof.
If you are installing your conduit on a piece of equipment that is installed on the roof, you don't need the temperature adder, just figure the ambient.
