Commercial garage load calcualtion

For commercial garage with 60 repair bays, each bay has one auto lift machine (208V/1PH, 2HP, 14A),
should I size the electrical panel large enough to handle all 60 lift machines run at the same time?

I am looking at article 511 and don't see a demand factor to use for calculation. The owner said max. 15% of
these lift can operate at the same time? This is probably true, but I guess we have to stick to NEC to size the panel?
Any inputs on this?
 
Every one of those lifts I have ever seen has a duty cycle.

Then there is 430.26 - not any concrete requirements there but something to start with.

I bet you seldom ever see 15% of them running at same time. Most don't draw power when lowering, just a hydraulic release and let gravity do the work.

Many likely never see full motor nameplate amps either, even if lifting max lift rating.
