In the repair area, can the general propose enclosure be used for panelboards and switches five feet above floor?

What is the meanings of the totally enclosed type for the switches on 511.7(B)(1)(a).

Section 511.3 provides the information for unclassified and classified locations in a repair garage. section 511.7(B) provides the the requirements for equipment installed above Class I locations in a repair garage.
Panelboards are allowed to be installed provided they are more than 18 inches above the floor.
