I would like an opinion on vendor provided kitchen eq. panel. I have attached the vendor shop drawings for the kitchen panel. on sht. E6 is the proposed location of the of the panel as I have clouded. On drawing QF-300 shows the details of the panel as I have marked. My questions dose this panel have to be installed for minimum working clearances 3'-0" and 30" wide. I think yes.

I can not think of any situation where a panleboard would be exempt from 110.26
 
From what I see and from others large kitchen projects I have done/designed this is totally fine. You would have your clearance once the access door is opened. I see panels put in large warming buffet lines as well.
 
This is SOP in a kitchen; I’ve installed hundreds. You will have your clearances with the stainless cover removed. Its going to be a pull-up pull-out type cover, and you’ll have 36” in the kitchen aisle.
