If say a piece of commercial kitchen equipment is hardwired (no receptacle) is this circuit still required to on a GFCI rated circuit breaker rated for personal protection?

It will depend on the Code cycle. From 2017 to 2023 the requirements have become more restrictive.
What year Code will be enforced ??

Year of code does matter. not certain of what may have changed in 2023. Dishwashers are one item common to a commercial kitchen that ended up usually requiring GFCI by 2020code even if not cord and plug connected.
