receptacles in commercial kitchens require gfci protection in all locations according to art. 210.8 (b) (3). the way I read it. is this correct or am I missing something ?

Yes you are 100% correct. Everyone reads a lot more into this, such as execptions for coolers and similar. the big problem is there is no definition of kitchen.

Seen a good one the other day got a service call to a restaurant. It was for a bad switch on a light but the owners had 7 extension cords running to other non-gfci receptacles for there kitchen refrigeration equipment. I asked if he wanted me to look at the problem he said no that he was required to have these gfci receptacles and the equipment keeps tripping them. but the inspector will not budge so he just ran extension cords (which is a fire hazard) to the next room to keep them working. I told him that the fire marshal will make him remove them but he said he knows and I left.

The Kichen GFCI requirement is very controversial for the reasons you state above of nusiance tripping. In Washington State a new state electrical code admendment will define a kitchen as a counter top area used for food prep.
