1. Is it true that it isnt necessary according to the NEC, to install receptacles in a commercial store. You are only required to have a light and a switch. Not including show window rules. Could I get a code reference please. The units will be leased office or store spaces.

2. Does running romex in a fully wood framed commercial structure meet NEC requirements?

3. I have heard something about energy efficiency lighting requirements in new construction commercial. Is there a central code reference for that, or some other reference that would be useful.

That is correct, with the exception of 210.64, added in 2014 Code, requiring a receptacle within 50' of the service.
 
And for your last question, many states have energy codes. You don't tell us where your project is located? Where is it? And what building code applies to the job?

I am sure the builder who is doing the commercial property will ask me to install receptacles in the offices. He had asked me how many were necessary according to the code. I told him "none". It appears that I was correct. Its just weird to me after doing almost all residential for 16 years that no receptacles are necessary for commercial. Except for the show windows and the one for equipment you mentioned.
 
IIRC correctly you need a sign outlet too if it's retail.
IIRC2 it's 20A branch circuit going to a j-box in the front wall.

Actually 210 part III doesn't even require any lighting or switches besides "attics and underfloor spaces containing equipment requiring servicing, such as heating, air-conditioning, and refrigeration equipment".

Other articles particularly in chapters 4,5 or 6 may require specific outlets, the sign outlet already mentioned is one of them.
