In Mike part 3 Swimming Pool Equipotential video, what is the recommended accuracy of the multimeter for ohms and volts?

Since the outdoor pools in the northeast are drained in the winter, is it sufficient to just spry some water in the pool to test it similar to the concrete deck?

I doubt that many of us will have seen that video. Can you be more specific with your question? Also, does this have to do with a pool at your own house or a project with which you are involved?
