The NEC states outlets must be within 6' along the floor space in Residential location. Does it list it for commercial locations?
 
There is no commercial requirement for placement along the wall however there are ADA rules for min and max heights. So you can have a room in a commercial building with no outlets and it would meet code-- not advisable but it would comply.
