Commercial receptacles: 180VA always?

What specific commercial (not residential) single phase duplex receptacles plug loads are not calculated at 180VA?
Are plug loads at 208V 3-phase receptacles calculated at 180VA?
Does 220.14(A) apply to plug loads, also or only hard wired connections?
 
Any receptacle that is not a "general use" receptacle will be calculated based on the equipment that will be connected to that receptacle.
220.14(A) uses the term "outlet" and not "receptacle" so it applies to both hardwired and cord and plug connected loads.
 
(A) Specific Appliances or Loads
An outlet for a specific appliance or other load not covered in 220.14(B) through (K) shall be calculated based on the ampere rating of the appliance or load served.

but, where does it say in 220.14(I) that the " receptacles they refer to are convenience outlets versus receptacles for dedicated loads. Also, how can a receptacle be identified in the field as a dedicated load receptacle versus convenience receptacle if as-builting? Is in in how the designer labels the load on the panel schedule description thereby designating it as a dedicate load? Maybe an example of 220.14(A) would be a refrigerator plugged into a receptacle?

(I) Receptacle Outlets
Except as covered in 220.41 and 220.14(J), receptacle outlets shall be calculated at not less than 180 volt-amperes for each single or for each multiple receptacle on one yoke. A single piece of equipment consisting of a multiple receptacle comprised of four or more receptacles shall be calculated at not less than 90 volt-amperes per receptacle. This provision shall not be applicable to the receptacle outlets specified in 210.11(C)(1) and (C)(2).
 
Any other thoughts about why 220.14(I) reference to "receptacle outlets" to be calculated at 180VA is not inclusive of every commercial receptacle? I think 220.14(I) is true of a receptacle powering an appliance before 220.14(A) is true. Also, how can a receptacle have a dedicated plug load to meet 220.14(A)?
 
It helps to discuss with the client what their intentions are for the space.

Offices, schools, etc I’m figuring all of them at 180va. Kitchens/break rooms etc I’m calculating them based on what appliances they will have. If it’s an office that will have several computers in one space, I’ll figure them at 500va each.

What’s the occupancy type you’re working on?
