Can you use art. 240.4b for service conductor for a commercial job. Does a 200 amp service have to be 4/0 or 250 mcm when using al.?
 
I don't see why 240.4b wouldn't apply, as for your second question 4/0 will be fine as long as your calculated load doesn't exceed 180A.
