Commercial services 100 A or less conductor sizing

If all equipment terminations (meter socket, service disconnect, and sub panel) are 75c can service entrance conductors be sized according to 75c. Or are you limited to 60c due to 110.14(c) do to unknown service point connection termination temperature rating? Or is the utility service point connection to service enterance conductors not covered under NEC?

Example #3 AWG CU THWN would be sufficient for 100 amp service due to 75c rating of 100 A ?

If all the terminations are 75°, #3 is fine for 100 amp commercial.
