Does the NEC require ridged metal conduit for all wiring in hotel and motel construction? What about new work to existing buildings and or repairs?

There are many misconceptions about commercial installation requirements due to job specifications or engineering preference.

Common ones are:

Minimum of #12 AWG conductors.

Non-metallic boxes and enclosures aren't permitted.

General purpose receptacle location requirements.

Number of required branch circuits.

NM cable is never permitted.
 
Typicaly wiring methods, such as the one you mentioned are required due to fire load reasons, occupancy load, construction methods, and/or local jursidiction requirments. With that, you will see commercial structures with romex, emt, or in some cases RSC.

It never ceases to amaze me how the questions come to me about commercial work. Some of the questions come about based on the inspector telling them what they can or cannot do.

As has been stated there is no general NEC rule that would require conduit for a commercial occupancy, however there are restrictions on the use of some cable wiring methods in some cases. We would need to know a lot more about the building to answer that. For example in older codes, the use of NM cable was not permitted if the building exceeded 3 stories, and while that restriction have been removed from the code, you can't use NM above a drop ceiling in a commercial building.
