I'm agreeing with you- Bolting the panel to the steel is not enough to meet code.This is not a service, as Chris stated, if it's fed from an outside disconnect.
IMHO, a grounding electrode conductor would still need to be installed from the SDS. Dave may be correct but I don't see many inspectors accepting the framework.
And that makes the transformer a Separately Derived System. Where did you bond the transformer XO?it is fed by Three 4/0 and One #1 AWG ground wire no neutral
the only neutral is off the transformer
