Commerial Service Grounding and bonding

Do i need to bond/ground this service to the Metal frame of the building
it is bolt to the steal frame of the wall which is also screwed to the Metal frame of the building

Is that a service? Looks to me like you have a 480V feeder coming to this. As far as bonding the SDS, asuming your bonding jumper is compliant you may be able to slide by on 250.70(4) for the GES connection.
 
This is not a service, as Chris stated, if it's fed from an outside disconnect.
IMHO, a grounding electrode conductor would still need to be installed from the SDS. Dave may be correct but I don't see many inspectors accepting the framework.

I'm agreeing with you- Bolting the panel to the steel is not enough to meet code.
 
I also don't see the system boning jumper. HOw many conductors did you install to the secondary panel ?
