Commerical Industrial Outside lighting outlets

210.70A-2a Requires that a lighting outlet be installed outside an attached or detached garage at a dwelling unit.
Is this same lighting outlet required at outside locations other than dwelling units?I can not seem to find a code section requiring this,and to me it only seems logical that this lighting outlet should be required in the same location on other than dwelling units.
I realize that 210.70A-3c address other than dwelling units.But it does not address lighting outlets on the exterior side of outdoor entrances to a shed,storage building or similar structure at a commercial or industrial location.

This becomes more of a building code requirement than a NEC requirement.

The IBC requires illumination for the means of discharge, including the exit discharge. This would require a light at the exterior door of an exit discharge.

And to take Chris' comment one step further, the failure of a lamp in the fixture can not render the area dark. So, you need a fixture with at least two lamps. You see a lot of exit doors with a single remote from the Bodine inside and this doesn't comply with 700.16.

or lights that I am talking about would be located on the exterior of the building.
