Can anyone explain the difference between start up and commissioning? Also, the difference between commissioning authority and commissioning agent.

start up - initial or further start up and testing

commissioning - final approval by the commisioning authority during which all items are shown to be 100% complete, 100% functional, and are final tested (shown to be in optimal working order and functioning perfectly) for examination and approval (acceptance) by the authority (ies) (this occurs after all preliminary testing and corrective actions and punch out)

I believe the agent is the person(s) who has authority to give final approval and acknowledgement that the facility can be immediately placed on active service/duty.

Many times, commissioning is performed by other than the contractor...maybe someone the contractor hires.
There will be a certificate produced saying the installation performs as it was engineered to perform.
Depending on the type of job, it could be some $$$

Sometimes, it comes standard with the equipment.
