The IRC covers everything related to one and two family dwellings. The electrical section is derived from the previous year's NEC. For example we are susposed to be on the 2006 IRC, which is 2005 NEC. (I am hearing that the SC helf off adoption of the 06 IRC, but I cannot confirm or deny at this time:grin

I read somewhere that all breakers are HACR now, so it's hard to find them spell it out.

You might be referring to the ICC Electrical Code - Administrative Provisions which was developed by a committee of representatives from BOCA, ICBO and SBCCI back before 1999 with the intent to draft a comprehensive set of regulations for administering the NEC. This has since been done away with.
