Common disconnect for Condos

Have seen a 4 story building with condos where the engineer has a disconnect in a common room that serves 4 residences from a common riser. The unit panels do not have mains. NEC 230 states that each occupant is to have access to the occupant's service disconnect, but I don't see where it states that each occupant must have a separate disconnect. Utilities are paid by the association. Any ideas?

Does the disconnect service a meter bank?
Is there a disconnect or shunt trip divce outside on the main?
Is this Typical on all four floors?

They have a main breaker for the metered board at each building and have 3-phase 200 A branch breakers that feed underground and rise up to 4 condos. This appears O.K., but I am not sure they can get by without a main at each of the unit panels?

When you are dealing with the Code, you have to take it all and not just parts of it. 240.24(A)(3) tells you what to do if 240.24(B) applies. I assume there is continuous building management on the premises so that 240.24(A) may be used? :D
