Communications Fuseless Primary Protection

Article 800.90 A. 1. a. Where conductors enter a building through a cable with grounded metallic sheath members and where the conductors in the cable safely fuse on all currents greater than the current-carrying capacity of the primary protector and of the primary protector grounding conductor.

Question: How do you determine if the conductors will fuse on language in red? Is there special cable being used that is fused or maybe the cable has natural fusing ability and there is some kind of calculation to determine its fusibility?
