Thank you for your time reviewing my situation and providing your insight.
I have a 60kW 3-Phase Generator. It is installed into a building to keep it out of the Weather. The output terminals are GND - L0 - L1 - L2 - L3. Currently the GND & L0 are connected with a metal bar.
From there, the L0-L1-L2-L3 leads go to a three-pole disconnect, breaking L1 - L2 - L3. Also in this disconnect, GND and L0 are combined again.
The GND is tied to metal ground rods around the building.
From there L0-L1-L2 are distributed to a load building with triplex aerial wire. The L0 conductor is not insulated.
At the load building, there is a service entrance panel. The panel is connected to group through a ground rod, and the L0 is tied to groud in this box.
The grounding scheme employed on this system doesn't make sense to be, and I would like an education on where previous designers have gone wrong.
