When you are teminating sevice cables on a panel (200amp)you use anti-ox 110.14 . My question, should you use it on branch circuit to breaker termination

Unless the manufacturer of the terminal requires anti-oxidant paste it is not required by the NEC. It certainly won't hurt if you use it on all of your terminations but it's likely not required.
 
I've never used anti-oxidant on copper terminals but if it's listed for copper conductors you could use it, just not required.
