Compressor breaker question

I have a 3 ph 59.4fla compressor 3' from panel. Can I use the breaker as the disconnect if I put a breaker lock on it? Or does it need fuses? Fuses can be sized higher the the breaker. 175% vs. 150%

Yes, the panel would be fine as a means of disconnect. I'm not sure that a breaker lock is required, though it's a good idea.

Around here a disco needs to able to be locked in the open position

From NEC perspective only the breaker within site of the equipment it serves is suitable to be considered the disconnecting means when one is required.

NEC generally doesn't require lockable disconnecting means unless the disconnecting means is permitted to be "not within site" of the equipment it serves.

Adding lockable provisions where not otherwise required is not prohibited though, and many LOTO programs may want a lock provision even when NEC doesn't require one.
