Compressor/weird!

Hi guys,

I have a Dewalt compressor (15A single phase) that I am having trouble with.
I can plug the compressor in one circuit and it works fine, but when I plug the compressor in on another specific circuit it doesn't work, it acts as if it wants to turn over but doesn't. I notice that the voltage fluctuates from 120V to as low as 9V, on that circuit but I don't know what would cause the fluctuation. I could bypass it all by running a new circuit. But I want to know why this is happening or what could cause it.:confused:

Maybe back stabbed rec, maybe behind the breaker on the buss is damaged, maybe contacts in breaker are bad, maybe bad factory splice inside NM, maybe loose wirenut joint, maybe bad receptacle, maybe...........
