We have an application requiring a remote monitor with touch screen installed in a Class 1 Div 2 location. The monitor is sealed and rated for Cl 1, Div 2, but has a 24 VDC input connection plus Ethernet and serial ports in the bottom. Should this unit be installed in an explosion-proof enclosure?

In a Division 2 application the only serious consideration is that intentional connections/disconnections be made under a hot work permit. Even that may be a bit excessive if the process is inoperative or has been for a long time.
 
If you look at the touch screen install manual it will likely tell you its approval is based on it being installed in a suitable enclosure. For Div. 2, that suitable enlcosure could be a Type 4 enclosure. You need to make sure the back of the monitor and all of the cable connections are enclosed. The front of the panel is cut out to suit the bezel and gasketing of the monitor. The touchscreen is the only protruding, exposed device and it is rated for the Div. 2 area. Although you could likely open the enclosure without a hot work permit, as rbalex said, you would need a hot work permit to disconnect your VDC and Enet cables.
