When sizing branch and feeder circuits, should desktop computer loads be considered "continuous"?

the computer might likely be on several hours or even 24/7 but not at a load anything near its nameplate rating. Also it is not a fixed appliance so other than being sure you can carry the load is no problem. We have an ongoing thread now about an inspector trying to push the issue. Can we assume this is an office ?

Any electrician that has done any commercial, has gotten the call that the circuit keeps tripping. When it was installed you were told that it would just be a computer and maybe a calculator at each desk. When you get there to check it out all of the girls have a heater and the older gals have a fan, because the heaters make it to hot and one time I even found a fish tank on a desk. It is impossible to know what is going to be plugged into a receptacle once it is installed.
