I am designing a new electrical room for a multifamily building in NYC.
Are service end box required to have 3 feet of working space clearance or just 3 feet clearance?
Can a service end box be installed such that you would need a ladder to get to it and that there would not be any platform to work on the service end box?
Reason I ask is because I want the service end box to be in a sub cellar but the problem is that the service conduit needs to be 18"-30" below grade according to the Con Edison drawing:
