Con Edison Service End Box and Clearance Requirement

I am designing a new electrical room for a multifamily building in NYC.

Are service end box required to have 3 feet of working space clearance or just 3 feet clearance?

Can a service end box be installed such that you would need a ladder to get to it and that there would not be any platform to work on the service end box?

Reason I ask is because I want the service end box to be in a sub cellar but the problem is that the service conduit needs to be 18"-30" below grade according to the Con Edison drawing:

Does this mean I cannot put the service end box in the sub cellar since it will be too far away from the service conduit that needed to be 18-30" below grade?

Sorry you are right. The service is 120/208V 3 phase 4-wire. The service is more than 1000KVA. Is there anything else you need to know?
