concrete and no dirt

Looking for opinions; Installing ground rods in city homes with no outside dirt or grassy areas to drive ground rods.

Its city living at its finest..concrete or blacktop up to the foundation of the house. there is no soil exposed on the customers property to drive ground rods. I have tried a couple of different ways which involve drilling the floor or block wall and driving 10 feet rods so I have 8 feet in the soil.

Ideas? Do i really have to use 10 feet long rods if i go through concrete floor leaving a stub long enough to get my acorn on?

Blacktop is easy to drive through: preferable to rocky soil. Best to predrill, though the bit will probably end up caked in oil, to prevent ugly cracks and heaves. But the blacktop is really quite soft when you get into it.
