Is there any problem making 90 degree horizontal turns with UG concrete encased ductbanks using conduit elbows.

Is this something commonly done?

(if so is the turn radius typically 3' minimum?)

If you are talking about Conduit Bodies when you refer to conduit elbows, then no you can't do that. The access panel from the conduit body needs to be accessible.

If you need to put a turn, put a pull box in or just use conduit bend sections.

You can use up to a total of 4 standard radius elbows between pull points. Sometimes a spec. might call for larger than standard raidus or sweeps on the elbows.
