We are looking into a 1000' run of 480 and the owner requested it be direct buried even though we recommend entirety to be concrete encased due to sensitivity of the connected load. Said ductbank will cross an FPL easment for primary feeders on an industrial facility. We are considering concrete encasing only the section that crosses the easement plus or minus a few feet to hedge the possibility of FPL returning to dig without necessarily checking for conflicts.

See glaring issues with this approach?

You need to read the terms of the easement...I doubt that they will permit this installation. They might be ok with it, if you pass below their cables.

I'd ask for a copy of the easement. Its 50/50 that they even have one. I've had two jobs in the last month where FPL fussed about an easement that they don't have.
