concrete-encased electrode do you still need a ground ro

In a building without a metal water pipe for a grounding electrode, and the building does have a concrete-encased electrode. Does there need to be a supplemental electrode for the concrete-encased electrode? Like there does for a metal water pipe in article 250.53 D 2

No the water pipe electrode is the only one that requires it to be supplemented by an additional electrode in 250.53(D)(2) Ufer can stand on it's own.
