Are there any instances where buried raceways (PVC in particular) need to be encased in concrete. Was recently asked this question about a set of 120/208v feeders running underneath a commercial driveway. I couldn't come up with anything from 2014 code.
So the wall has to be at least 8" thick?Around here, poco rules- all underground service laterals running under streets require it. Also when installing a recessed into a wall servicer riser conduit up to a recessed in the wall meter, it has to be encased by 3'' all sides of concrete or the poco will not hookup a service.

From customer's transformerIt's not clear from the OP if these are coming from the POCO or the customer's transformer.
