The word ?pad? does not appear anywhere in the 2002 NEC. The word ?pads? occurs once, but in a context unrelated to switchgear. Just for grins, I looked up the word ?switchgear.? It appears 16 times, but the notion of a concrete base does not show up at any of these 16 places. I conclude that the pad is not a NEC requirement.
