I have a situation on my site where the under ground was awarded to another electrical contractor, The code calls for the conduit for the primary and secondary to be incased in concrete. What artical states that you have to use conduit stackers. I always do to keep the seperation and so the concrete incases around all of conduit, plus the weight of concrete isn't dirrectly on conduit, but this other electrical Co. doesn't think you need to use stackers.

There is no NEC rule that requires stackers directly and if the engineer did not call for them you do not need them.
