Per AWWA D110-13 Standard, concrete water tank at site in an industrial facility
requires grounding and lightning protection system, has anyone designed such
systems for this type facility before? Wondering how it is different
from building grounding and lightning system.

There is no real difference, a structure is a structure.
There will be small differences like which grounding electrodes may be available.

What's kind of electrical grounding is needed at the tank? we only provide 120V circuit for control, that's all.

Lightning protection is a different NFPA standard, and its design would be done by A UL certified company. For a 120 v ckt no GES is needed, just the required EGC, if this is a branch ckt and not a feeder

Sorry, I was told that there will be some 480/3 pumps at tank, maybe provide lighting protection for all the pumps,
counterpoise loop around tank?
