Judgement on whether to condemn the 100a main cbs at a multifamily dwelling.
We all know FP no blow breakers are listed, but less than optimal
If the budget is limited and these no blow cbs are "only" protecting the run from the main to the apartment murray panel,
is it a better use of resources to upgrade the system ground and ensure the distribution panels: gfis and smokies in the units.
or is it worth a significant expense to change over these main switches only
here is an example of a main switch with no overcurrent protection [don't even ask about the high water mark]

But notice the GE house distribution next to it looks so much worse
