Condenser fan motor

When you buy a residential condenser fan motor they come with about a 5" green wire that is under one of the mouting screws nut. This wire is never long enough to land to the condenser itself. What do the manufacturers of the motor expect to be done with this shirt wire?

I mean the condenser branch circuit EGC is bonding the entire condenser back to the service so why the 5" wire? If you did not have this 5" green wire the motor would still be bonded as soon as you connect the motor to the condenser so I dont see its purpose.

My guess would be in case someone mounted a motor on rubber bushings or anything nonconductive, the wire could then ground/bond the motor to the housing.
