I am an appliance technician. The placement of the red and black wires are important in these types of buildings. Anyone that argues it must please explain why reversing the wires is the procedure to fix the f9 error code on whirlpool ranges.
I need to know which should orientation they should be in as finding a 240v dryer plug polarity tester is proving difficult
 
Polarity does not matter on dryer or range cords. The only important conductor placement is the neutral or grounded conductor. You may get an error code but there is no phasing for 240v and I have no idea why you get an error reading.
 
Likely shutting off the power while you swapped the black and red caused the control board to reset and clear the error code. There is no "polarity" or phasing nor is there a polarity tester. As long as the white (neutral) is properly connected to the N terminal, it doesn't matter which of the red and black goes to L1 and L2.

Quick search gives a lot of results indicating that F9 error code is for failed oven door lock.

I agree with others that the polarity of the two ungrounded conductors should not matter one bit. They are continuously swapping polarity every half cycle in an AC circuit. All you are changing when you physically swap them is which one would have been + or - first, 1/120th of a second later they will switch polarity anyway.
 
Many installations in conduit don't even use a red wire but two blacks. Now what? And there is no requirement to follow a pattern in the panel with which position the breaker is in or whether red or black is on top. Again, it's arbitrary and doesn't matter. Suggest going back to step one on diagnosing your appliance. The wire color is not the issue. 240 V from two hots has no polarity. Building type wouldn't matter either way, either.
 
I agree as others have stated that the landing order of the ungrounded conductors is irrelevant because it's 1Ø.
