Condo without bonding conductor to panels

I am doing a complete renovation of a condo unit in N. Palm Beach, Fl. Unit is 25-30 yrs.old. Removed the panel ( MLO) to change it and found that the sub-feed is in PVC and does not have a bonding conductor in it. Only 2-hots and a neutral. Was this code back then? Do I have to replace the conductors and add a bonding conductor? The run is about 200ft. Think I may have a difficult time pulling out after all theses years. Any way to bond the panel without removing conductors?

I assume, would hope, that there was a main bonding jumper in the panel. It has been a real long time since you could re-bond the neutral unless it was a separate structure. I would say you have to pull her out and pull 4 wire back in, no way around it.
