Can anyone tell me if Condominium dwelling units with their own residential panels be remodeled etc. By a RW licensed electrician without being under a JW or master ??

I think you're right. Im reading more in Colorado definitions.

IIRC, an RW can wire a 4 plex without JM or master supervision.
