Conductor Ampacity

I'm working in Afghanistan, and NEC compliance is a huge issue here. Most of these camps are set up by the military, and have been constructed before our arrival, and it's up to us to try and meet code compliance where possible.

One issue is power distribution, and I'd like a little input on conductor ampacity rating and calculation as per 110.14(C)(1) as well as ampacity tables.

It is common practice here throughout all of the camps I've seen to use Type W single conductor cable, ampacity table T400.5(b). In regards to 110.14(C)(1), can I use the T.400.5(b) ampacity ratings where terminating to a 75 degree circuit breaker? Or am I being directed to apply the ampacity listed from T310.16?

Am I misreading or missing the intent of 110.14(C) completely?

Thanks

This subject has been debated before. As the Code is currently worded, you cannot use T400.5. You must use T310.16 for the termination temperature limitations imposed by 110.14(C)(1).

Thank-you,

That was my interpretation, I was just seeking a soundboard.
Someone's going to fight awful hard to try and prove me wrong
