Conductor definition in conduit conductor fill

What is the definition of a conductor when calculating the conductor fill of a PVC conduit. Is it only the two line legs in a 240 volt system? does it include the neutral? Does it include the ground? I have some short runs of PVC in a 600 amp service entrance situation and would like to keep them as small as possible. I have been unable to locate the definition of "conductor" in a conductor fill situation.
 
For purpose of conduit fill and conduit sizing, you use the _outer diameter_ (including insulation) of everything in the conduit, including the 'neutral', the egc if present, any spare conductors, fillers, etc.

You are confusing conduit fill with 'current carrying conductors' for purpose of derating, a different situation where the neutral and egc may not count.

Every wire in the raceway is a conductor, they may not be current carrying conductors but they are conductors.
