Conductor hash interpretation

How would you interpret the hash marks on the conduit runs in this picture? These particular runs are (2)120V circuits. Are the three hashes 2 hots + neutral and the separate hash is ground? Or do you think it's implying a third, spare hot, and the separate hash is the neutral--with the ground being either implied or the conduit? There is no legend for the conduit fills.

You have to ask...in the past that would have been used for a 4 wire, multiwire circuit, but typically the neutral slash would have been a bit longer than the slashes for the ungrounded conductors.
