I was installing a ground lug in a disconnect and had a single screw ground lug. If you have a ground wire coming in and a ground leaving do you have to have a double lug, can you place the both under the single lug, or does the size of the equipment grounding conductor matter?

The lug must be rated for the size and number of conductors installed within the lug. If it's listed for 2 conductors of the proper size you may use 2 conductors. Otherwise it's two lugs or a splice and a tail off to the single lug.

If you are not speaking of a typical lug on a bar within a panel which the manufacturer tells you on the panel how many EGC's can terminate onto a single termination. IF you are simply adding a lug then it should tell you if it can accept more than one conductor and if not then you should assume it can only handle one conductor.

Check out the last sentence in 110.14(A)

"Terminals for more than one conductor and terminals
used to connect aluminum shall be so identified."
