Conductors entering a Panel

I recently saw a 200 amp panel in a single family dwelling, which had 3-2" pvc pipes out of the top of the panel. One pipe was for the service entrance and the other two pipes, which were stubbed just above the bottom of the floor joists had the branch circuit romex cables entering the panel at this point. All the romex cable were neatly strapped within 6" of the pipes. This made a very neat looking job. I would like to use this method if it is legal by the code. Would this be considered bundling? The stubbed pipes were between 12-18 inches.

This is allowable, under certain conditions. See Article 312.5(C)exception for the rules. If the length is less than 24", the conduit can be filled to 60%, per Chapter 9, Table 1 , Note #4.
