Conductors for Small Motors

In section 430.22 (G) It states Conductors for small motors shall not be smaller than 14 AWG unless otherwise permitted in 430.22(G)(1) or G(2). (G)(2) allows 16 AWG Where installed in a cabinet or enclosure. My question is... Is a metal wireway considered an enclosure such that a 16 AWG multiconductor cable can be used to run from the control panel to a machine if ran though a wireway?
 
So if a Vendor/MFG lists the Controller/Cable/Motor assembly, then NEC doesn't apply?

Are the conductors in question field installed or a part of a listed assembly? There could be some field assembly and still be part of listed unit. Included instructions are part of listing also. If you are installing separately purchased wireway and conductors the chance of it being part of the listed assembly goes down, outside of it being sold with the other equipment with the OEM selling it as an accessory item.
 
The conductors are UL listed bulk cables but are field installed. The controllers and motors are UL listed as well, but are not part of a listed machine.

However, the design guide provided by the mfg of the controller/motor list the 16 AWG cable to be use with this particular controller/motor combination... I'm trying to figure out how they are getting around the 14 AWG minimum.
