Conductors Racing Through A Panelboard

Not sure if "racing" through is different from "routing" through but if not there is no problem if you keep the 312.8 fill requirements in mind.
 
Is it a violation to race conductors through a panelboard without terminating/splicing there?

Most of the time, there is no issue with running unrelated conductors through a panelboard. Provided that you meet two conditions:
1. The conductors mixed in any cross section, need to qualify as conductors that you can mix in any other raceway or wiring structure. As an example, mixing service and feeder, or service and branch circuit conductors would not be allowed.
2. Verify that you can do this within reasonable fill and bend curvature limits, so that you can keep the panelboard organized and close the cover without wedging to force fit the wires inside. The NEC prescribes a 40% fill by cross sectional area for this application.

The rule in 230.7 only applies to raceways and cables. There is no code rule that says you can't run service conductors through a panel. The video you linked to shows service conductors passing through the first panel to get to the second one.
