Can EMT, IMC, and RGC still be used as an equipment ground conductor? What about steel flex? Is there any condition in which it cannot?

The first three are all listed EGC's. FMC has restrictions based on size, length and OCPD size and if flexibility is required after installation. Look at 250.118.
